इकोनामिकटाईमस की बेवसाइट पर 2 दिसम्‍बर 2023 पर जारी न्‍यूज के अनुसार, Union Cabinet शहरी आजीविका मिशन के दूसरे चरण के प्रस्ताव पर विचार करने के लिए तैयार है, जिसका उद्देश्य शहरी क्षेत्रो में रह रहे गरीबों को कौशल विकास और ऋण सुविधाएं प्रदान करना है।

जिसके लिए सूत्रो द्वारा कहा जा रहा है कि day nulm का नया संस्करण शहरी आजीविका मिशन 2.0 पिछले संस्करण से मिले अनुभव एवं सीख के आधार पर होगा, जिसमें ग्रामीण क्षेत्र से रोजगार हेतु शहर में आये ग्रामीणों और शहरी क्षेत्रों के बीच मतभेदों को दूर करने पर विशेष ध्यान दिया जाएगा।

day nulm 2.0 news updates की बात करें तो अब यह 1 आक्‍टूबर 2024 तक लॉच हो सकता है सूत्रो के आधार पर लगभग 44000 करोड का प्रोजेक्‍ट होने की सम्‍भावना है जो सोशल सेक्‍टर काअभी तक MoUHA का सबसे बडा प्रोजेक्‍ट होगा । बताया यह जा रहा है कि यह प्रोजक्‍ट जो NULM 2.0 के नाम से है 5 वर्ष के लिए लागू हो सकता है।

Nulm 2.0 को इसके घटको में कुछ बदलाव के साथ फिर से लॉन्‍च किया जा सकता है सूत्रो के अनुसार निम्‍नलिखित अनुसार बदलाव किये जाने की सम्‍भावना है ।

Modifications in existing Components?

SM&ID:	Strengthening CBOs through enhanced funding; secretarial support to ALF/ CLF.
SEP:	Maximizing credit access through a ‘Guarantee’ cover for LIs; leveraging PMEGP & PM SVANidhi.
EST&P:	to be dropped; urban poor candidates to be trained by leveraging on PMKVY scheme.
SUSV:	Removal of ceiling of 5% on expenditure under SUSV.
SUH:	New shelters only in the Million plus cities.
I&SP:	Enhanced fund provision @ 15%.
CBT:	Rationalization & Restructuring of the Mission Management Units

New Thematic Areas

Capacity building of experts through ICBP program

Focused interventions in urban areas of Aspirational districts

Objective: Aspirational District program के तहत most backward districts के शहरी गरीबों का Upliftment करना

Focused & intensive approach in implementation of program components in urban areas of 112 Aspirational Districts.
Beneficiary identification using NFSA data.
Facilitating scheme linkages for eligible urban poor HHs in convergence with existing schemes of GoI or State Governments.

Nulm 2.0 में Social Security and Entitlement (SSE) एक नया component जोडा गया है? जिसके तहत सभी beneficiaries को भारत सरकार की सभी Social Security योजनाओ से जोडा जाना है

Objective: Building a safety net for urban poor through linking them to existing welfare schemes of Government of India to protect from insecurities of life and livelihoods.

Budget for administrative expenditure.

day nulm 2.0 guidelines : Targeting Occupation Groups

DAY-NULM 2.0 के तहत नवीन गाईडलाईन अभी जारी नही हुई है किन्‍तु ऐसी सम्‍भावना है कि इसमें बडे बदलाव किया जायेगा ? सरकार शहरों के भीतर निर्माण श्रमिकों, रिक्शा चालकों और असंगठित क्षेत्र के अन्य श्रमिकों सहित विभिन्न व्यवसाय समूहों पर ध्यान केंद्रित करने की सोच रही है ? मिशन के strategic realignment के लिए यह बदलाव इन विविध शहरी व्यावसायिक क्षेत्रों की अनूठी जरूरतों को पूरा करने का प्रतिनिधित्व करेगा।

शहरी आजीविका मिशन के दूसरे संस्करण के प्रस्ताव पर केंद्रीय मंत्रिमंडल जल्द ही विचार कर सकता है ? जो शहरी गरीबों को कौशल विकास और ऋण सुविधाएं प्रदान करेगा।

सूत्रो के अनुसार शहरी आजीविका मिशन 2.0 में पुरानी सीखो के आधाार पर रिडिजाईन किया गया है तथा सम्‍भावना यह भी है कि इसमें ग्रामीण क्षेत्र के स्‍वयंं सहायता समूह की तरह भी रिवाल्‍विंग फंंड की राशि को 10000 से बढाकर 20000 किया जा सकता है ?
